Au Togo, les \u00ab d\u00e9marcheurs \u00bb sont dans presque tous les services publics et \u00e9galement au sein de l\u2019appareil judiciaire. Ce sont des interm\u00e9diaires informels qui proposent leurs services aux usagers moyennant une r\u00e9mun\u00e9ration pour acc\u00e9l\u00e9rer ou faciliter les proc\u00e9dures judiciaires, souvent de mani\u00e8re frauduleuse.<\/p>\n<p style=\"text-align: justify;\">Face \u00e0 cela, le ministre de la justice et de la l\u00e9gislation monte au cr\u00e9neau.
